The Beigan Beihai Tunnel is one of the most important tourist attractions in the Beigan area promoted by the Matsu National Scenic Area Headquarters, Tourism Administration, MOTC (hereinafter referred to as the “Headquarters”). Built in the past for strategic reasons, the Beihai Tunnel runs from Banli to Wusha. After the termination of battlefield administration in 1992, it was transformed for tourism purposes and opened to visitors in 2006. The tunnel spans over 500 meters in total, featuring a straight-line design that differs from other tunnel types on Matsu islands, making it highly valuable for sightseeing and an outstanding tourist destination with distinctive military heritage characteristics in Matsu.
Due to the impact of the rainy season in 2016, massive rocks collapsed at the Wusha tunnel entrance. Considering the stability concerns of geological structures and protection of visitor safety, the Headquarters temporarily closed the Beihai Tunnel. To restore the tunnel's glory, the Headquarters waited for natural collapse to reach a certain stability level before beginning renovation plans for the long-closed Beihai Tunnel in 2023. After evaluation, the deeper sections of the tunnel still pose structural safety concerns which prevent full public access. However, through the Headquarters' efforts to overcome multiple challenges, the front section of the tunnel has been planned for recreational visits with improved sanitary facilities, providing visitors with more tourism options in Beigan while ensuring visitor safety. While combining the concepts of slow living and walking tourism currently, future plans will connect Banli Village to Beihai Tunnel, forming a recreational corridor from Banli to Beihai Tunnel. Visitors can start walking from Banli Baima Zunwang Temple, visiting along the way Strongpoint 40, Banli Beach, Tianhou Temple, Banli Historic House, Beigan Visitor Center, and Strongpoint 37 before entering Beihai Tunnel, experiencing scenic beauty and tasting local delicacies while enjoying a leisurely and relaxing journey.
